Shimon Biran has been appointed director of the Enav Cultural Center, operated by the Tel Aviv-Yafo Municipality. He will replace Tomer Cohen, who led the center for ten years.
From the Israeli Opera to Enav
Since 2023, Biran has served as director of human resources, administration and young audiences at the Israeli Opera. His work has included organizational development, audience expansion and stronger ties with younger supporters, including initiatives for audiences under 35, the Opera’s young friends association and partnerships with cultural organizations and brands.
Biran has about 20 years of senior management, human resources and organizational development experience. His earlier management roles included positions at Elbit Systems, Psagot Investment House and Similarweb.
He holds a bachelor’s degree in psychology and a master’s degree in organizational behavior, and is completing a second master’s degree in Tel Aviv University’s interdisciplinary arts program. In 2026 he took part in the municipality’s Persitz Program for Cultural Institution Management. He also serves on the board of Microcinema, a community film initiative.
The next chapter for Enav
The Enav Cultural Center is located on the rooftop of Gan Ofer in central Tel Aviv and hosts music, exhibitions, lectures and cultural events, as well as conferences and seminars. Biran is expected to guide its development around three themes: city, connections and renewal. The plan emphasizes work inspired by Tel Aviv, cross-disciplinary encounters and support for the next generation of creators.
