Tel Aviv’s local planning committee approved the design and development plan for the Terra site in Nahalat Yitzhak on September 2, 2026. The site lies between Yigal Alon Street and the Ayalon Highway, near HaShalom railway station and a future metro station where the M1 and M2 lines are planned to meet.
The plan includes four mixed-use towers ranging from 40 to 65 floors and a 10-story public building. Up to 718 apartments are planned, including 57 rent-controlled units for a 20-year period. At least 20 percent of the apartments will be no larger than 65 square meters.
Retail space and building lobbies are planned at street level, together with a direct underground connection to the future metro station. A central public space will include water and sand features, play areas, benches, shade trees and bicycle paths.
A promenade along the Ayalon side is planned to connect south to the HaShalom transport hub and could eventually connect with a future deck over the highway. The plan also includes stormwater management, climate-responsive facades, green roofs and renewable energy generation.
The site was formerly home to the Terra dairy, which operated there from the 1950s until production moved to Kiryat Gat in the previous decade. Approval of the design plan is a planning milestone. Construction start and completion dates remain unknown.
